Decembre Quicklisp update.

With some fixes to ql-to-deb sources themselves:

  - debian rmadison output has changed and lists unstable as just
    "unstable" rather than "debian/unstable/" as before;

  - quicklisp package version strings now may include a v before the
    version number in case of git version tags (I suppose).

Also, usual adapting to source package changes (files renaming and
moving).

Thanks to Christoph Berg who fixed cl-plus-ssl to depend on the current
version of the libssl-dev package automatically!
