Enforce argc == 0 for commands without arguments. (#128)

This reduces confusion when using the commands, when the previous behaviour
would accept any argument on the command line. Also fixes the help strings
for pgcopcydb stream sentinet set apply|prefetch command, that doesn't take
the <true|false> argument anymore (never did, really).
