Update COPYING

On the sirikali repo page GitHub now correctly lists the license as GPL-3.0 but due to the COPYING file it still says "Unknown licenses found". This edit in the COPYING file hopefully should fix this.

Update LICENSE.txt

GitHub fails to detect the License properly so I'm proposing this change to fix the problem. I'm also proposing to update the license from gpl-2 to gpl-3.
