Send light status when all workflows are returned. Full status is kept when a single workflow is requested

Tasks binaries can now be stored in  the database and synced to disk by evQueue. This allows to handle multi nodes configuration.

Make ipc tools independant so they can be used from other binaries. Generic ipc_openq() function that supports int, hex and path ipc queue IDs
