Add support for Untyped_Variable (project variables that do not
have a type and some complex cases of variables that have types,
see below). Provide API to get external name, current and default
values; set values and apply changes of the environment to the
project tree.

For complex cases like
  type Val_Type is ("One_Val", "Two_Val");
  Val : Val_Type := external ("VAL", "One") & "_Val";
really reject such variable from Scenario_Variables like
the doc says (was not working properly) and classify them as
untyped variables.

For cases with complex external default like
  Val : Val_Type := external ("VAL", "One" & "_Val");
do not raise an exception, rather put corresponding
message in Traces and classify as an Untyped_Variable.
Update docs mentioning limitations for such cases.

In IDE mode if there was an error message about an undefined
external reference issue an extra error message explaining
that project has been loaded incompletely and needs to be
reloaded after corresponding externals are set.
