CI: add GCC 13 testing

Note that we need to disable -Woverload-virtual because GCC gets upset by some
of the content of scanner.h. Attempts to squash the warnings using the same
suppression as used for Clang in that header do not seem to work, so we
unfortunately need to do this globally.
