I'm going to commit this because it looks sensible, though I know nothing about MSVC and only a bit about CMake. Note that the failing actions on this PR are unrelated.

In pcre2test under valgrind, make the buffer completely usable again (for an error message) before any potential use.

Update fuzz support to reduce JIT timeouts by limiting quantifiers on groups. Also some general tidies.

Fix incorrect compiling when variable-length lookbehind's first branch was not the shortest and there was a backreference to a groupwithin the lookbehind.

Adds more sanitizers and including "fixes" to the code to make them
mostly clean, while also using link-size 3.

While at it, make sure the original "basic" job (now renamed) error
on failure for better visibility, cleanup some 32bit signed shifts
and update documentation.

Adds static linking, better handling of copied files, and support latest
Zig compiler.

Instead of hardcoding man path make use of CMAKE_INSTALL_MANDIR variable
