The function jtag_debug_state_machine_() is only used by a static
inline function and declared inside it as private.
The static analyser 'sparse' complains that the function is
defined as global but not cross checked against a prototype in an
include file.
Move the declaration outside the inline function so it get visible
by interface.c, which already includes interface.h
While there, change the argument type from 'unsigned' to 'unsigned
int' to pass checkpatch check.

With the old checkpatch we cannot use the correct format for the
SPDX tags in the file .c, in fact the C99 comments are not allowed
and we had to use the block comment.
With the new checkpatch, let's switch to the correct SPDX format.
Change created automatically through the command:
sed -i \
's,^/\* *\(SPDX-License-Identifier: .*[^ ]\) *\*/$,// \1,' \
$(find src/ contrib/ -name \*.c)

Replace the FSF boilerplate with the SPDX tag.
The SPDX tag on files *.c is incorrect, as it should use the C99
single line comment using '//'. But current checkpatch doesn't
allow C99 comments, so keep using standard C comments, by now.

Functions that have no parameters should use "void" as parameter
in the function declaration.
Issue identified and fixed by script checkpatch from Linux kernel
v5.1 using the command
find src/ -type f -exec ./tools/scripts/checkpatch.pl \
-q --types FUNCTION_WITHOUT_ARGS --fix-inplace -f {} \;

The ARRAY_SIZE macro was defined in several target files, so move it
to types.h.
This patch also removes two other identical macros: DIM (from jtag.h)
and asizeof (from arm11.h).

Use DIV_ROUND_UP(n, 8) instead of TAP_SCAN_BYTES macro.

Some cosmetic cleanup, and switch to a single table mapping
between state names and symbols (vs two routines which only
share that state with difficulty).
Get rid of TAP_NUM_STATES, and some related knowledge about
how TAP numbers are assigned. Later on, this will help us
get rid of more such hardwired knowlege.

- Use the name mappings all the other code uses:
+ name-to-state ... needed to add one special case
+ state-to-name
- Improve various diagnostics:
+ don't complain about a "valid" state when the issue
is actually that it must be "stable"
+ say which command was affected
- Misc:
+ make more private data and code be static
+ use public DIM() not private dimof()
+ shorten the affected lines
Re the mappings, this means we're more generous in inputs we
accept, since case won't matter. Also our output diagnostics
will be a smidgeon more informative, saying "RUN/IDLE" not
just "IDLE" (emphasizing that there can be side effects).
