Annotate io accessor pointer types with endian.
sparse caught a bug in memcpy_from_ci, which is fixed.

SPDX makes it a simpler diff.
I have audited the commit history of each file to ensure that they are
exclusively authored by IBM and thus we have the right to relicense.
The motivation behind this is twofold:
1) We want to enable experiments with coreboot, which is GPLv2 licensed
2) An upcoming firmware component wants to incorporate code from skiboot
and code from the Linux kernel, which is GPLv2 licensed.
I have gone through the IBM internal way of gaining approval for this.

included in this update (I will be seeking approval from contributors):

This requires a small change to flash drivers which assumed 4-byte LPC
reads would not change endian. _raw accessors could be added if this
becomes a signifcant pattern, but for now this hack works.

Use Software Package Data Exchange (SPDX) to indicate license for each
file that is unique to skiboot.
At the same time, ensure the (C) who and years are correct.

This uses the standard form twi/isync pair to ensure a load
is consumed by the core before continuing. This can be necessary
under some circumstances for example when having the following
sequence:
- Store reg A
- Load reg A (ensure above store pushed out)
- delay loop
- Store reg A
IE, a mandatory delay between 2 stores. In theory the first store
is only guaranteed to rach the device after the load from the same
location has completed. However the processor will start executing
the delay loop without waiting for the return value from the load.
This construct enforces that the delay loop isn't executed until
the load value has been returned.
