Use Software Package Data Exchange (SPDX) to indicate license for each
file that is unique to skiboot.
At the same time, ensure the (C) who and years are correct.

In dtc v1.4.5 to at least v1.4.7 there have been a few bugs introduced
that change the layout of what's produced in the dts. In order to be
immune from them, we should use the (provided) dtdiff utility, but we
also need to run the dts we're diffing against through a dtb cycle in
order to ensure we get the same format as what the hdat_to_dt to dts
conversion will.
This fixes a bunch of unit test failures on the version of dtc shipped
with recent Linux distros such as Fedora 29.

Current tests cases are just P8E chips, so specify that.
An exercise for the reader is to grab POWER7 and POWER9 dumps.

convert test cases to diff DTS rather than DTB.
This means we also have to build dtc on CentOS 7 to be able to run
the test suite.

Currently these exist for some parts of the source tree, but not all of it. They're nice if you are only modifing code in a one part of the tree as the full test suite can be a little slow.

This adds ~1000 lines of code to the coverage-report.
We manipulate the log levels of a few messages that contain pointers
so that a basic diff of the hdata_to_dt output is possible.

Instead of having individual rules to generate .d, add -MMD to
HOSTCC parameters, and just include the generated .d files.
This fixes a few weird dependency issues.
Also, make the mambo hello_kernel test depend on skiboot.lid

Commit e810dcbc (ATTN: Set up attention area to handle attention) broke
tests, as the familiy of CPU_TO_BEXX macros are not compile time constant.
hdata/test/../spira.c:60:4: error: initializer element is not constant
.addr = CPU_TO_BE64((unsigned long)&(cpu_ctl_spat_area) + SKIBOOT_BASE)
There is no test coverage of this code, so for now we can comment out
these areas in order to allow the tests to pass.
