SPDX makes it a simpler diff.
I have audited the commit history of each file to ensure that they are
exclusively authored by IBM and thus we have the right to relicense.
The motivation behind this is twofold:
1) We want to enable experiments with coreboot, which is GPLv2 licensed
2) An upcoming firmware component wants to incorporate code from skiboot
and code from the Linux kernel, which is GPLv2 licensed.
I have gone through the IBM internal way of gaining approval for this.

included in this update (I will be seeking approval from contributors):

Search for different variations of cross-compiler prefixes that might be in
the PATH, in this order of preference:
1. powerpc64-linux-gcc
2. powerpc64le-linux-gcc
3. powerpc64-linux-gnu-gcc
4. powerpc64le-linux-gnu-gcc
The latter two are available as distro packages in at least Debian, Fedora
and Ubuntu.
Tested with GNU Make 3.82 (CentOS 7) and GNU make 4.2.1 (Fedora 30).

When on ppc64le and CROSS is not set by the environment, make assumes
ppc64 and sets a default CROSS. Check for ppc64le as well, so that
'make' works out of the box on ppc64le.

To (slightly) lower the barrier for contributions, we can make valgrind
optional with just a small amount of plumbing.
This allows make check to run successfully without valgrind.

Add an experimental option to do basic dead code and data elimintation
with -ffunction-sections/-fdata-sections/--gc-sections.
This saves about 80kB of text/data.
Also remove the use of of -ffunction-sections by default. This predates
git history, but I don't think there is a good reason to use it without
--gc-sections. The GCC manual says:
Only use these options when there are significant benefits from
doing so. When you specify these options, the assembler and linker
create larger object and executable files and are also slower. You
cannot use gprof on all systems if you specify this option, and you
may have problems with debugging if you specify both this option
and -g.

Provide an experimental option to compile using ELFv2 ABI even on big
endian builds. ELFv2 + BE is not officially supported by the toolchain,
but it works quite well. It may be useful as a small step toward a
little-endian build.
This saves about 200kB of text/data.

A lot of projects use CROSS_COMPILE for specifying the cross compile
prefix, so support that as well as CROSS.
For example this allows a user to set CROSS_COMPILE once in their
environment and build both Linux & Skiboot with the same setting.

CROSS is used to do the cross compile of skiboot on other platform, while this
variable is not necessary on ppc64. When this is set on ppc64, there would be
an error.
This patch sets the CROSS depends on the arch.

This patch adds:
- Normal builds are done with -fstack-protector (we want to investigate
using -fstack-protector-strong on gcc4.9 but for now we just use that
- Build with STACK_CHECK=1 will use -fstack-protector-all and -pg and
will check the stack in mcount
