MPIPL: Clear tags and metadata
Post dump process, kernel sends FREE_PRESERVE_MEMEORY notification
to OPAL. OPAL will clear metadata section and tags. Subsequent
opal_mpipl_query_tag() call will return OPAL_EMPTY.
