This is to solve the name conflict with UefiBootServicesTableLib which is defined in MDE Library Spec. 3) Add in check for gBS and gST in UefiDebugLibConOut/DebugLib.c and UefiDebugLibStdErr/DebugLib.c and MdePkg/Library/DxeReportStatusCodeLib/ReportStatusCodeLib.c.
