Sync patches r13947, r13983, r14072, r14076, r14077, r14102, r14206, r14207 and r14219 from main trunk.
1. Check mHiiPackageListUpdated before set it to FALSE. 2. Update the HiiConfigToBlock to follow spec. 3. Refine the menu display logic, support menus with more than one page of options. 4. Update the code of processing device path info in browser to follow UEFI spec. 5. Refine the sample about how to convert the device path to string. 6. Update the logic: Not remove the form set data, add check before browser use form set data to avoid use the useless form set data. 7.
