Fix for test cases/frameworks/17 mpi on Cygwin
Unusually, the cygwin package for openmpi installs headers into
/usr/include, rather than /usr/include/openmpi
Prevent pkg-config from suppressing that -I flag, so a gfortran INCLUDE can
find those files
