unit tests: Teach detect_prebuild_env about Cygwin
This is enough to fix things.
Note that build_shared_lib doesn't use the implib name for mingw or cygwin
gcc, only msvc, so I'm not quite sure how this is working, I guess we are
using the gcc facility to link directly with a dll...
