Add support for halt poll control MSR: save/restore, migration
and new feature name.
The purpose of this MSR is to allow the guest to disable
host halt poll.

Add linux headers for virtio pmem. These are not yet upstream - include
them temporarily as merge window in which this is supposed to be is
coming up shortly. If virtio-pmem ends up not being merged
then this will be reverted and accordingly virtio-pmem dropped.

Linux commit 1f23816b8 "virtio_blk: add discard and write zeroes support"
added the support in the Guest kernel, while here also enable the features
support with vhost-user-blk driver. Also enable the test example utility
with DISCARD and WRITE ZEROES commands.

A subsequent patch to add support for setting linkspeed/duplex in

Due to a kernel bug we can never increase the size of capability
set 1, so introduce a new capability set in parallel, old userspace
will continue to use the old set, new userspace will start using
the new one when it detects a fixed kernel.
v2: don't use a define from virglrenderer, just probe it.
v3: fix compilation when virglrenderer disabled
v4: fix style warning, just use ?: op instead.

We no longer support the old s390 transport, neither does the newest
Linux kernel. Remove it from the linux header script as well as the
s390x virtio code. We still should handle the VIRTIO_NOTIFY hypercall,
to tolerate early printk on older guest kernels without an sclp console.
We continue to ignore these events.

This patches enable the Address Translation Service support for virtio
pci devices. This is needed for a guest visible Device IOTLB
implementation and will be required by vhost device IOTLB API
implementation for intel IOMMU.

The next commit will compile hw/input/virtio-input.c and
hw/input/virtio-input-hid.c even when CONFIG_LINUX is off. These
files include both "include/standard-headers/linux/input.h" and
<windows.h> then. Doesn't work, because both define SW_MAX. We don't
actually use it. Patch input.h to define SW_MAX_ instead.
