target/loongarch: Implement vaddw/vsubw
This patch includes: - VADDW{EV/OD}.{H.B/W.H/D.W/Q.D}[U]; - VSUBW{EV/OD}.{H.B/W.H/D.W/Q.D}[U]; - VADDW{EV/OD}.{H.BU.B/W.HU.H/D.WU.W/Q.DU.D}.
