target-ppc: VSX Stage 4: add xsrsqrtesp
This patch adds the VSX Scalar Reciprocal Square Root Estimate
Single Precision (xsrsqrtesp) instruction.
The existing VSX_RSQRTE() macro is modified to support rounding
of the intermediate double-precision result to single precision.
