accel: Declare AccelClass::cpu_common_[un]realize() handlers
Currently accel_cpu_realize() only performs target-specific realization. Introduce the cpu_common_[un]realize fields in the base AccelClass to be able to perform target-agnostic [un]realization of vCPUs.
