Cygwin: pipe: Handle STATUS_PENDING even for nonblocking mode.

- NtReadFile() and NtWriteFile() seems to return STATUS_PENDING
  occasionally even in nonblocking mode. This patch adds handling
  for STATUS_PENDING in nonblocking mode.
