* acinclude.m4: Added --enable-malloc-debugging configure flag.
* configure.host: For Cygwin specify -DMALLOC_PROVIDED if
--enable-malloc-debugging selected.
* aclocal.m4 configure: Regenerated.

* libc/aclocal.m4 libc/configure: Ditto.
