* syscalls.cc (check_posix_perm): New static function.
(fpathconf): Add _PC_POSIX_PERMISSIONS and _PC_POSIX_SECURITY
support.
(pathconf): Ditto.
* include/cygwin/version.h: Bump API minor number to 37.
