* Makefile.in (CXX_FOR_TARGET_FOR_RECURSIVE_MAKE, RECURSE_FLAGS):
New macros.
(bootstrap, cross): Use RECURSE_FLAGS.
* configure.in: Subst CXX_FOR_TARGET_FOR_RECURSIVE_MAKE.
