Subject: Add fesetexcept: powerpc.

This patch adds PowerPC versions of fesetexcept.

	* sysdeps/powerpc/fpu/fesetexcept.c: New file.
	* sysdeps/powerpc/nofpu/fesetexcept.c: Likewise.
	* sysdeps/powerpc/powerpc32/e500/nofpu/fesetexcept.c: Likewise.
