POSIX.1-2024 (now official) specifies tm_gmtoff and tm_zone.
This is a good time to update the manual’s “Date and Time”
chapter so I went through it, fixed some outdated
stuff that had been in there for decades, and improved it to match
POSIX.1-2024 better and to clarify some implementation-defined
behavior. Glibc already conforms to POSIX.1-2024 in these matters, so
this is merely a documentation change.
* manual/examples/strftim.c: Use snprintf instead of now-deprecated
function asctime. Check for localtime failure. Simplify by using
puts instead of fputs. Prefer ‘buf, sizeof buf’ to less-obvious
‘buffer, SIZE’.
* manual/examples/timespec_subtract.c: Modernize to use struct
timespec not struct timeval, and rename from timeval_subtract.c.
All uses changed. Check for overflow. Do not check for negative
return value, which ought to be OK since negative time_t is OK.
Use GNU indenting style.
* manual/time.texi:
Document CLOCKS_PER_SEC, TIME_UTC, timespec_get, timespec_getres,
strftime_l.
Document the storage lifetime of tm_zone and of tzname.
Caution against use of tzname, timezone and daylight, saying that
these variables have unspecified values when TZ is geographic.
This is what glibc actually does (contrary to what the manual said
before this patch), and POSIX is planned to say the same thing
<https://austingroupbugs.net/view.php?id=1816>.
Also say that directly accessing the variables is not thread-safe.
Say that localtime_r and ctime_r don’t necessarily set time zone
state. Similarly, in the tzset documentation, say that it is called
by ctime, localtime, mktime, strftime, not that it is called by all
time conversion functions that depend on the time zone.
Say that tm_isdst is useful mostly just for mktime, and that
other uses should prefer tm_gmtoff and tm_zone instead.
Do not say that strftime ignores tm_gmtoff and tm_zone, because
it doesn’t do that.
Document what gmtime does to tm_gmtoff and tm_zone.
Say that the asctime, asctime_r, ctime, and ctime_r are now deprecated
and/or obsolescent, and that behavior is undefined if the year is <
1000 or > 9999. Document strftime before these now-obsolescent
functions, so that readers see the useful function first.
Coin the terms “geographical format” and “proleptic format” for the
two main formats of TZ settings, to simplify exposition. Use this
wording consistently.
Update top-level proleptic syntax to match POSIX.1-2024, which glibc
already implements. Document the angle-bracket quoted forms of time
zone abbreviations in proleptic TZ. Say that time zone abbreviations
can contain only ASCII alphanumerics, ‘+’, and ‘-’.
Document what happens if the proleptic form specifies a DST
abbreviation and offset but omits the rules. POSIX says this is
implementation-defined so we need to document it. Although this
documentation mentions ‘posixrules’ tersely, we need to rethink
‘posixrules’ since I think it stops working after 2038.
Clarify wording about TZ settings beginning with ‘;’.
Say that timegm is in ISO C (as of C23).
Say that POSIX.1-2024 removed gettimeofday.
Say that tm_gmtoff and tm_zone are extensions to ISO C, which is
clearer than saying they are invisible in a struct ISO C enviroment,
and gives us more wiggle room if we want to make them visible in
strict ISO C, something that ISO C allows.
Drop mention of old standards like POSIX.1c and POSIX.2-1992 in the
text when the history is so old that it’s no longer useful in a
general-purpose manual.
Define Coordinated Universal Time (UTC), time zone, time zone ruleset,
and POSIX Epoch, and use these phrases more consistently.
Improve TZ examples to show more variety, and to reflect current
practice and timestamps. Remove obsolete example about Argentina.
Add an example for Ireland.
Don’t rely on GCC extensions when explaining ctime_r.
Do not say that difftime produces the mathematically correct result,
since it might be inexact.
For clock_t don’t say “as in the example above” when there is no
such example, and don’t say that casting to double works “properly
and consistently no matter what”, as it suffers from rounding and
overflow.
Don’t say broken-down time is not useful for calculations; it’s
merely painful.
Say that UTC is not defined before 1960.
Rename Time Zone Functions to Time Zone State. All uses changed.
Update Internet RFC 822 → 5322, 1305 → 5905. Drop specific years of
ISO 8601 as they don’t matter.
Minor style changes: @code{"..."} → @t{"..."} to avoid overquoting in
info files, @code → @env for environment variables, Daylight Saving
Time → daylight saving time, white space → whitespace, prime meridian
→ Prime Meridian.

WG14 decided to use the name C23 as the informal name of the next
revision of the C standard (notwithstanding the publication date in
2024). Update references to C2X in glibc to use the C23 name.
This is intended to update everything *except* where it involves
renaming files (the changes involving renaming tests are intended to
be done separately). In the case of the _ISOC2X_SOURCE feature test
macro - the only user-visible interface involved - support for that
macro is kept for backwards compatibility, while adding
_ISOC23_SOURCE.
Tested for x86_64.

C23 adds a header <stdbit.h> with various functions and type-generic
macros for bit-manipulation of unsigned integers (plus macro defines
related to endianness). Implement this header for glibc.
The functions have both inline definitions in the header (referenced
by macros defined in the header) and copies with external linkage in
the library (which are implemented in terms of those macros to avoid
duplication). They are documented in the glibc manual. Tests, as
well as verifying results for various inputs (of both the macros and
the out-of-line functions), verify the types of those results (which
showed up a bug in an earlier version with the type-generic macro
stdc_has_single_bit wrongly returning a promoted type), that the
macros can be used at top level in a source file (so don't use ({})),
that they evaluate their arguments exactly once, and that the macros
for the type-specific functions have the expected implicit conversions
to the relevant argument type.
Jakub previously referred to -Wconversion warnings in type-generic
macros, so I've included a test with -Wconversion (but the only
warnings I saw and fixed from that test were actually in inline
functions in the <stdbit.h> header - not anything coming from use of
the type-generic macros themselves).
This implementation of the type-generic macros does not handle
unsigned __int128, or unsigned _BitInt types with a width other than
that of a standard integer type (and C23 doesn't require the header to
handle such types either). Support for those types, using the new
type-generic built-in functions Jakub's added for GCC 14, can
reasonably be added in a followup (along of course with associated
tests).
This implementation doesn't do anything special to handle C++, or have
any tests of functionality in C++ beyond the existing tests that all
headers can be compiled in C++ code; it's not clear exactly what form
this header should take in C++, but probably not one using macros.
DIS ballot comment AT-107 asks for the word "count" to be added to the
names of the stdc_leading_zeros, stdc_leading_ones,
stdc_trailing_zeros and stdc_trailing_ones functions and macros. I
don't think it's likely to be accepted (accepting any technical
comments would mean having an FDIS ballot), but if it is accepted at
the WG14 meeting (22-26 January in Strasbourg, starting with DIS
ballot comment handling) then there would still be time to update
glibc for the renaming before the 2.39 release.
The new functions and header are placed in the stdlib/ directory in
glibc, rather than creating a new toplevel stdbit/ or putting them in
string/ alongside ffs.
Tested for x86_64 and x86.

In documentation, call strings like "CST" time zone abbreviations, not
time zone names. This terminology is more precise, and is what tzdb uses.
A string like "CST" is ambiguous and does not fully name a time zone.

This is a thorough revision of all the material relating to the
functions time, stime, gettimeofday, settimeofday, clock_gettime,
clock_getres, clock_settime, and difftime, spilling over into the
discussion of time-related data types (which now get their own
section) and touching the adjtime family as well (which deserves its
own thorough revision, but I'd have to do a bunch of research first).
Substantive changes are:
* Document clock_gettime, clock_getres, and clock_settime. (Only
CLOCK_REALTIME and CLOCK_MONOTONIC are documented; the others are
either a bit too Linux-specific, or have more to do with measuring
CPU/processor time. That section _also_ deserves its own thorough
revision but again I'd have to do a bunch of research first.)
* Present gettimeofday, settimeofday, and struct timeval as obsolete
relative to clock_*.
* Remove the documentation of struct timezone. Matching POSIX,
say that the type of the second argument to gettimeofday and
settimeofday is [const] void *.
* Clarify ISO C and POSIX's requirements on time_t. Clarify the
circumstances under which difftime is equivalent to simple
subtraction.
* Consolidate documentation of most of the time-related data types
into a new section "Time Types," right after "Time Basics." (The
exceptions are struct tm, which stays in "Broken-down Time," and
struct times, which stays in "Processor And CPU Time."
* The "Elapsed Time" section is now called "Calculating Elapsed Time"
and includes only difftime and the discussion of how to compute
timeval differences by hand.
* Fold the "Simple Calendar Time," "High Resolution Calendar," and
"High Accuracy Clock" sections together into two new sections titled
"Getting the Time" and "Setting and Adjusting the Time."

C2X standardizes strftime %Ob and %OB support. This patch updates the
glibc manual to say these are C2X features, while noting that the
details of what is the alternative form of a month name are not
specified in C2X.
Note: C2X seems unclear to me about whether %h being equivalent to %b
means %Oh is thereby allowed and equivalent to %Ob; I've asked WG14.
Tested with "make info" and "make pdf".

The full representation of the alternative calendar year (%EY)
typically includes an internal use of "%Ey". As a GNU extension,
apply any flags on "%EY" (e.g. "%_EY", "%-EY") to the internal "%Ey",
allowing users of "%EY" to control how the year is padded.

In Japanese locales, strftime's alternative year format (%Ey) produces
a year numbered within a time period called an _era_. A new era
typically begins when a new emperor is enthroned. The result of "%Ey"
is therefore usually a one- or two-digit number.
Many programs that display Japanese era dates assume that the era year
is two digits wide. To improve how these programs display dates
during the first nine years of a new era, change "%Ey" to pad one-
digit numbers on the left with a zero. This change applies to all
locales. It is expected to be harmless for other locales that use the
alternative year format (e.g. lo_LA and th_TH, in which "%Ey" produces
the year of the Buddhist calendar) as those calendars' year numbers
are already more than two digits wide, and this is not expected to
change.
This change needs to be in place before 2019-05-01 CE, as a new era is
scheduled to begin on that date.

The Summary is now generated from @standards, and syntax-checking is
performed. If invalid @standards syntax is detected, summary.pl will
fail, reporting all errors. Failure and error reporting is disabled
for now, however, since much of the manual is still incomplete
wrt. header and standards annotations.
Note that the sorting order of the Summary has changed; summary.pl
respects the locale, like summary.awk did, but the use of LC_ALL=C is
introduced in the Makefile. Other notable deviations are improved
detection of the annotated elements' names, which are used for
sorting, and improved detection of the @node used to reference into
the manual. The most noticeable difference in the rendered Summary is
that entries may now contain multiple lines, one for each header and
standard combination.
summary.pl accepts a `--help' option, which details the expected
syntax of @standards. If errors are reported, the user is directed to
this feature for further information.

Texinfo @vindex commands add entries to the Variable and Constant
Macro Index. Similarly, @items in @vtables are automatically indexed.
A number of @tables exist where all @items are @vindexed or all @items
are variables, but not indexed, suggesting an optimization by
converting such @tables to @vtables and dropping the @vindex.
Using a @vtable provides a context for processing @items whereby it
can be known the @items should have header and standards annotations.
This commit converts @tables of such @items to @vtables in order to
establish a framework for automated processing.
A pleasant consequence of these changes is that @items previously
lacking a @vindex are present in the Variable and Constant Macro Index
now. @vindex entries previously detected by summary.awk will still be
detected as @items with appropriate annotations.
The @vtable of the NSS databases is converted to a @table because 1)
those @items are not variables (and will no longer appear in the
Variable and Constant Macro Index) and 2) they do not need header and
standards annotations, so the incorrect context is fixed.
