Much as the comment says, things on _hurd_subinit assume that _hurd_pid
is already initialized by the time _hurd_subinit is run, so
_hurd_proc_subinit has to run before it. Specifically, init_dtable ()
calls _hurd_port2fd (), which uses _hurd_pid and _hurd_pgrp to set up
ctty handling. With _hurd_subinit running before _hurd_proc_subinit,
ctty setup was broken:
13<--33(pid1255)->term_getctty () = 0 4<--39(pid1255)
task16(pid1255)->mach_port_deallocate (pn{ 10}) = 0
13<--33(pid1255)->term_open_ctty (0 0) = 0x40000016 (Invalid argument)
Fix this by running the _hurd_proc_subinit hook in the correct place --
just after _hurd_portarray is set up (so the proc server port is
available in its usual place) and just before running _hurd_subinit.

I used these shell commands:

and then ignored the output, which consisted lines saying "FOO: warning:
copyright statement not found" for each of 7061 files FOO.
I then removed trailing white space from math/tgmath.h,
support/tst-support-open-dev-null-range.c, and
sysdeps/x86_64/multiarch/strlen-vec.S, to work around the following
obscure pre-commit check failure diagnostics from Savannah. I don't
know why I run into these diagnostics whereas others evidently do not.

hurd initialization stages use RUN_HOOK to run various initialization
functions. That is however using absolute addresses which need to be
relocated, which is done later by csu. We can however easily make the
linker compute relative addresses which thus don't need a relocation.
The new SET_RELHOOK and RUN_RELHOOK macros implement this.

SA_SIGINFO is actually just another way of expressing what we were
already passing over with struct sigcontext. This just introduces the
SIGINFO interface and fixes the posix values when that interface is
requested by the application.

We cannot rely on csu calling __pthread_initialize_minimal before
posixland_init, in some cases _init gets called before that.

For the cases where _init is getting called several times during startup. Better
clean pointers anyway.

Notifying the proc server is an involved task, and unleashes various signal
handling etc. so we have to do this after e.g. ifunc relocations are
completed.

This patch fixes -Wempty-body warnings in Hurd-specific code that show
up building glibc with -Wextra.
Note: there also such warnings on many platforms arising from the
default definition of HP_TIMING_NOW in sysdeps/generic/hp-timing.h,
but no change there is proposed in this patch because of other changes
under discussion in that area that would result in a nonempty
definition.
Tested with build-many-glibcs.py.

This patch makes further coding style fixes where code was breaking
lines after an operator, contrary to the GNU Coding Standards. As
