Linux: consolidate mkdir implementation
Use mkdir syscall if defined, otherwise use mkdirat. Checked on x86_64-linux-gnu. Reviewed-by: Carlos O'Donell <carlos@redhat.com> Tested-by: Carlos O'Donell <carlos@redhat.com>
