* libio/iofgets.c: Treat N==1 correctly.
* libio/iofgets_u.c: Likewise.
* libio/iofgetws.c: Likewise.
* libio/iofgetws_u.c: Likewise.
* stdio-common/Makefile (tests): Add tst-fgets.
* stdio-common/tst-fgets.c: New file.
