Comment on IBM930, IBM933, IBM935, IBM937, IBM939.
Add comments for IBM930, IBM933, IBM935, IBM937, and IBM939 which
explain exactly what purpose these encodings have and provide a URL to
the upstream IBM database that further provides the details of the
encoding.
