Revert "MIPS: Sync elf.h from binutils"
Leads to build failures (preprocessor redefinitions), and there is not
enough time to address this properly. Deferred until after 2.38 release.
This reverts commit 59dc07637fa1a693bd7599a98b0735697544077b.
