Add HWCAP_ macros from Linux 4.12 to AArch64 bits/hwcap.h.
This patch adds the HWCAP_JSCVT, HWCAP_FCMA and HWCAP_LRCPC macros
from Linux 4.12 to the AArch64 bits/hwcap.h.
* sysdeps/unix/sysv/linux/aarch64/bits/hwcap.h (HWCAP_FCMA): New macro.
(HWCAP_JSCVT, HWCAP_LRCPC): Likewise.
