added -host, -datadir. Renamed -destdir to -prefix. Comment in

* Makefile.in: idestdir and ddestdir go away. Added copyrights
and shift gpl to v2. Added ChangeLog if it didn't exist. docdir
and mandir now keyed off datadir by default.
