Many ELF targets arrange to emit a number of section symbols in
.dynsym for use by dynamic relocations. This happens before the
dynamic relocations are output, and the need for those symbols
determined. In most cases they are not needed. A proper analysis of
the need for dynamic section symbols is target specific and tedious,
so this patch just excludes them in the obvious case when no
dynamic relocations are present.
The patch also runs the new pr23161 and pr23162 tests on more targets.

binutils * objdump.c (is_significant_symbol_name): New function.
(remove_useless_symbols): Do not remove significanr symbols.
(find_symbol_for_address): If an exact match for the specified
address has not been found, try scanning the dynamic relocs to see
if one of these matches the address. If so, use the symbol
associated with the reloc.
(objdump_print_addr_with_symbol): Do not print offsets to symbols
with no value.
(disassemble_section): Only use dynamic relocs if the user
requested this.
(disassemble_data): Always load dynamic relocs if they are
available.

With this change all gas and most ld tests pass when configured for
arm-linux. It doesn't look like these configurations have been
tested in a long time but this attempts to stem the bit-rot slightly.
