If GNU_PROPERTY_1_NEEDED_INDIRECT_EXTERN_ACCESS is set on any input
relocatable files:
1. Don't generate copy relocations.
2. Turn off extern_protected_data since it implies
GNU_PROPERTY_NO_COPY_ON_PROTECTED.
3. Treate reference to protected symbols with indirect external access
as local.
4. Set GNU_PROPERTY_1_NEEDED_INDIRECT_EXTERN_ACCESS on output.
5. When generating executable, clear this bit when there are non-GOT or
non-PLT relocations in input relocatable files without the bit set.
6. Add -z [no]indirect-extern-access to control indirect external access.

When link_info.keep_memory is true, linker caches the relocation
information and symbol tables of input files in memory. When there
are many input files with many relocations, we may run out of memory.
Add --max-cache-size=SIZE to set the maximum cache size.

When --gc-sections is in effect, a reference from a retained section
to __start_SECNAME or __stop_SECNAME causes all input sections named
SECNAME to also be retained, if SECNAME is representable as a C
identifier and either __start_SECNAME or __stop_SECNAME is synthesized
by the linker. Add an option to disable that feature, effectively
ignoring any relocation that references a synthesized linker defined
__start_ or __stop_ symbol.

The SHF_GNU_RETAIN section flag is an extension to the GNU ELF OSABI.

The link editor should not garbage collect the section.

The .section directive accepts the "R" flag, which indicates
SHF_GNU_RETAIN should be applied to the section.
There is not a direct mapping of SHF_GNU_RETAIN to the BFD
section flag SEC_KEEP. Keeping these flags distinct allows
SHF_GNU_RETAIN sections to be explicitly removed by placing them in
/DISCARD/.

The symbol string table in the .symtab section is optional and cosmetic.
The contents of the .symtab section have no impact on run-time execution.
The symbol names in the symbol string table help distinguish addresses at
different locations. Add a linker option, -z unique-symbol, to avoid
duplicated local symbol names in the symbol string table.
This feature was well received by the livepatch maintainers. It not only
solves the duplicated local symbol name problem, but also would allow
livepatch to more precisely locate duplicate symbols in general for
patching.

libctf recently changed to make it possible to not emit the CTF
variables section. Make this the default for ld: the variables section
is a simple name -> type mapping, and the names can be quite voluminous.
Nothing in the variables section appears in the symbol table, by
definition, so GDB cannot make use of them: special-purpose projects
that implement their own analogues of symbol table lookup can do so, but
they'll need to tell the linker to emit the variables section after all.
The new --ctf-variables option does this.
The --ctf-share-types option (valid values "share-duplicated" and
"share-unconflicted") allow the caller to specify the CTF link mode.
Most users will want share-duplicated, since it allows for more
convenient debugging: but very large projects composed of many decoupled
components may want to use share-unconflicted mode, which places types
that appear in only one TU into per-TU dicts. (They may also want to
relink the CTF using the ctf_link API and cu-mapping, to make their
"components" larger than a single TU. Right now the linker does not
expose the CU-mapping machinery. Perhaps it should in future to make
this use case easier.)
For now, giving the linker the ability to emit share-duplicated CTF lets
us add testcases for that mode to the testsuite.

This patch better supports mixing of power10 and non-power10 code,
as might be seen in a cpu-optimized library using ifuncs to select
functions optimized for a given cpu. Using -Wl,--no-power10-stubs
isn't that good in this situation since non-power10 notoc stubs are
slower and larger than the power10 variants, which you'd like to use
on power10 code paths.
With this change, power10 pc-relative code that makes calls marked
@notoc uses power10 stubs if stubs are necessary, and other calls use
non-power10 instructions in stubs. This will mean that if gcc is
generating code for -mcpu=power10 but with pc-rel disabled then you'll
get the older stubs even on power10 (unless you force with
-Wl,--power10-stubs). That shouldn't be too big a problem: stubs that
use r2 are reasonable. It's just the ones that set up addressing
using "mflr 12; bcl 20,31,.+4; mflr 11; mtlr 12" that should be
avoided if possible.

Commit 9e7028aa1e78 ("PowerPC64 __tls_get_addr_desc") introduced a use
of @option which apparently newer makeinfo tolerates, but older ones
reject. Drop the unnecessary (a per all other uses of @option) blank.

This implements register saving and restoring in the __tls_get_addr
call stub, so that when glibc supports the optimized tls call stub gcc
can generate code that assumes only r0, r12 and of course r3 are
changed on a __tls_get_addr call. When gcc expects __tls_get_addr
calls to preserve registers the call will be to __tls_get_addr_desc,
which will be translated by the linker to a call to __tls_get_addr_opt.

I was looking at the implementation of this script keyword today and
couldn't remember why we do what we do in get_init_priority, because
the comments explain how the init_priority is encoded but don't say
why it is necessary to extract the priority and sort on that. So
after figuring out why (again), I wrote some more comments.
Then I simplified get_init_priority a little, adding some sanity
checking on the strtoul result. This actually makes get_init_priority
support sorting by numerical suffix more generally, but I figure this
feature would be better as a new keyword (without the .ctors/.dtors
special case), so haven't documented the extension.

Mention in the description of the `-rpath' LD option the restrictions
the option has with respect to searching link-time dependencies of
shared objects referred in the link. Previously these restrictions were
only documented along with the `-rpath-link' option, which may not be
the place one would consider when looking for the semantics of `-rpath'.
Copy the relevant part of the `-rpath-link' option description then,
splitting the now overlong paragraph into three, for legibility.
