plugin_multiple_definition and let it have first say over what to do
with the clashing definitions.
* plugin.c (no_more_claiming): New boolean variable.
(plugin_cached_allow_multiple_defs): Likewise.
(add_input_file): Implement.
(add_input_library): Likewise.
(set_extra_library_path): Likewise.
(plugin_call_claim_file): Don't do anything when no_more_claiming set.
