(mips_elf_check_relocs): For a R_MIPS_REL32 or R_MIPS_32 reloc
against a global symbol, increment mips_32_relocs.
(mips_elf_adjust_dynamic_symbol): If mips_32_relocs is set, and
the symbol is not defined in a regular file, make room in the
.rel.dyn section.
