PR30569 was triggered by a patch of mine 6540edd52cc0 moving the call
to always_size_sections in bfd_elf_size_dynamic_sections earlier, made
to support the x86 DT_RELR implementation. This broke mips16 code
handling stubs when --export-dynamic is passed to the linker, because
numerous symbols then became dynamic after always_size_sections. The
mips backend fiddles with symbols in its always_size_sections. Maciej
in 902e9fc76a0e had moved the call to always_size_sections to after
the export-dynamic code. Prior to that, Nathan in 04c3a75556c0 moved
it before the exec stack code, back to the start of
bfd_elf_size_dynamic_sections which was where Ian put it originally
in ff12f303355b. So the call has moved around a little. I'm leaving
it where it is, and instead calling mips_elf_check_symbols from
late_size_sections (the old size_dynamic_sections) which is now always
called. In fact, the whole of _bfd_mips_elf_early_size_sections can
be merged into _bfd_mips_elf_late_size_sections.

This largely mechanical patch is preparation for a followup patch.
For quite some time I've thought that it would be useful to call
elf_backend_size_dynamic_sections even when no dynamic objects are
seen by the linker. That's what this patch does, with some renaming.
There are no functional changes to the linker, just a move of the
dynobj test in bfd_elf_size_dynamic_sections to target backend
functions, replacing the asserts/aborts already there. No doubt some
of the current always_size_sections functions could be moved to
size_dynamic_sections but I haven't made that change.
Because both hooks are now always called, I have renamed
always_size_sections to early_size_sections and size_dynamic_sections
to late_size_sections. I condisdered calling late_size_sections plain
size_sections, since this is the usual target dynamic section sizing
hook, but decided that searching the sources for "size_sections" would
then hit early_size_sections and other functions.

With the removal of symbian support, most targets no longer or never
did set is_relocatable_executable. Remove the backend support that is
no longer relevant.

Returning false from elf_backend_finish_dynamic_symbol will not result
in an error being printed unless bfd_error is set but will result in
the linker exiting with a non-zero status. If just bfd_error is set
then a generic "final link failed" will result, which doesn't help a
user much. So elf_backend_finish_dynamic_symbol should print its own
error message whenever returning false, or use BFD_ASSERT or abort to
print assertion failures for conditions that shouldn't occur.
This patch does that, and removes unnecessary "htab != NULL" tests in
elf_backend_finish_dynamic_symbol. Such tests aren't needed in a
function only called via elf_backend_data.

Fuzzed object files can easily have unexpected section names. We
don't want to segfault on objcopy of any file accepted by the mips
object_p functions. For objcopy, an assertion that "sec" is non-NULL
followed by deferencing "sec" is wrong. So too is asserting that the
section name string starts with a particular prefix, and then blithely
accessing past the assumed prefix.

assertions with conditionals. Don't bother testing for name
non-NULL.

Adds two new external authors to etc/update-copyright.py to cover
bfd/ax_tls.m4, and adds gprofng to dirs handled automatically, then
updates copyright messages as follows:
1) Update cgen/utils.scm emitted copyrights.
2) Run "etc/update-copyright.py --this-year" with an extra external
author I haven't committed, 'Kalray SA.', to cover gas testsuite
files (which should have their copyright message removed).
3) Build with --enable-maintainer-mode --enable-cgen-maint=yes.
4) Check out */po/*.pot which we don't update frequently.

This reloc is meant for the 16-bit LWGP instruction, 0x6400/0xfc00
match/mask encoding in `micromips_opcodes'. It is correctly specified
to operate on a half-word by the howtos in elf32-mips.c, elfn32-mips.c
and elf64-mips.c, but is incorrectly subject to shuffle/unshuffle in
code like _bfd_mips_elf32_gprel16_reloc.
Current behaviour when applying the reloc to .byte 0x11,0x22,0x33,0x44
is to apply the reloc to byte 0x22 when big-endian, and to byte 0x33
when little-endian. Big-endian behaviour is unchanged after this
patch and little-endian correctly applies the reloc to byte 0x11.
The patch also corrects REL addend extraction from section contents,
and overflow checking. gold had all of the bfd problems with this
reloc and additionally did not apply the rightshift by two.

Freeing ecoff_debug_info "pointers to the unswapped symbolic info"
isn't a simple matter, due to differing allocation strategies. In
_bfd_ecoff_slurp_symbolic_info the pointers are to objalloc memory.
In the ecoff linker they are to separately malloc'd memory. In gas we
have most (obj-elf) or all (obj-ecoff) into a single malloc'd buffer.
This patch fixes the leaks for binutils and ld, leaving the gas leaks
for another day. The mips elf backend already had this covered, and
the ecoff backend had a pointer, raw_syments used as a flag, so most
of the patch is moving these around a little so they are accessible
for both ecoff and elf.

doc/bfdint.texi and comments in the aout and som code about this
function are just wrong, and its name is not very apt. Better would
be _bfd_mostly_destroy, and we certainly should not be saying anything
about the possibility of later recreating anything lost by this
function. What's more, if _bfd_free_cached_info is called when
creating an archive map to reduce memory usage by throwing away
symbols, the target _close_and_cleanup function won't have access to
tdata or section bfd_user_data to tidy memory. This means most of the
target _close_and_cleanup function won't do anything, and therefore
sometimes will result in memory leaks.
This patch fixes the documentation problems and moves most of the
target _close_and_cleanup code to target _bfd_free_cached_info.
Another notable change is that bfd_generic_bfd_free_cached_info is now
defined as _bfd_free_cached_info rather than _bfd_bool_bfd_true,
ie. the default now frees objalloc memory.

This explains exactly why the high reloc adjustment is as it is,
replacing the rather nebulous existing comment. I've also changed the
expression from (lo+0x8000)&0xffff to (lo&0xffff)^0x8000 which better
matches part of the standard 16-bit sign extension (resulting in
exactly the same value), and hoisted the calculation out of the loop.

Introduce `static const struct mips_mach_extension mips_mach_32_64[]`
and `mips_mach_extends_32_64 (unsigned long base, unsigned long extension)`,
to make mipsisa32 and mipsisa64 interlink more systemtic.
Normally, the ISA mipsisa64rN has two subset: mipsisa64r(N-1) and
mipsisa32rN. `mips_mach_extensions` can hold only mipsisa64r(N-1),
so we need to introduce a new instruction `mips_mach_32_64`, which holds the pair 32vs64.
Note: R6 is not compatible with pre-R6.

This is a fuzzing PR, with a testcase involving a SHF_ALLOC and
SHF_COMPRESSED SHT_RELA section, ie. a compressed dynamic reloc
section. BFD doesn't handle compressed relocation sections, with most
of the code reading relocs using sh_size (often no bfd section is
created) but in the case of SHF_ALLOC dynamic relocs we had some code
using the bfd section size. This led to a mismatch, sh_size is
compressed, size is uncompressed, and from that some uninitialised
memory. Consistently using sh_size is enough to fix this PR, but I've
also added tests to exclude SHF_COMPRESSED reloc sections from
consideration.

A case of a string section ending with an unterminated string. Fix it
by allocating one more byte and making it zero. Also make functions
reading the data return void* so that casts are not needed.

bfd_malloc_and_get_section does size sanity checking before allocating
memory and reading contents. These size checks are not done for bss
style sections, because they typically don't occupy file space and
thus can't be compared against file size. However, if you are
expecting to look at something other than a whole lot of zeros, don't
allow fuzzers to avoid the size checking.

The newer update-copyright.py fixes file encoding too, removing cr/lf
on binutils/bfdtest2.c and ld/testsuite/ld-cygwin/exe-export.exp, and
embedded cr in binutils/testsuite/binutils-all/ar.exp string match.

This patch removes the bfd_malloc in default_indirect_link_order and
bfd_simple_get_relocated_section_contents, pushing the allocation down
to bfd_get_relocated_section_contents. The idea is to make use of the
allocation done with sanity checking in bfd_get_full_section_contents,
which is called by bfd_generic_get_relocated_section_contents.
Doing this exposed a bug in bfd_get_full_section_contents. With
relaxation it is possible that an input section rawsize is different
to the section size. In that case we want to use the larger of
rawsize (the on-disk size for input sections) and size.

static variables like mips_hi16_list are nasty for applications using
bfd. It is possible when opening and closing bfds with mis-matched
hi/lo relocs to leave a stale section pointer on the list. That can
cause a segfault if multiple bfds are being processed.
Tidying the list when closing is sufficient to stop this happening
(and fixes small memory leaks). This patch goes further and moves
mips_hi16_list to where it belongs in the bfd tdata.

Access to section data during relocation processing should be bounds
checked, as it is in bfd_perform_relocation. bfd_perform_relocation
does these checks after any special_function is called. So a reloc
special_function needs to do its own bounds checking before accessing
section data. This patch adds many such checks to the mips backend.
Checking mips relocs is not without some difficulty. See the comment
in _bfd_mips_reloc_offset_in_range. In a multitple reloc sequence
applied to the same location, relocs that may appear somewhere other
than the last one of the sequence need to be treated specially since
they apply to the addend for the next relocation rather than the
section contents. If the addend is in the section then it needs to be
checked but not when the addend is in the reloc. check_inplace
handles this situation. _bfd_mips_reloc_offset_in_range with
check_shuffle handles the case where contents are shuffled before
applying the relocation.

This changes the HOWTO macro to encode the howto.size field from a
value given in bytes. This of course requires editing all target
uses of HOWTO, a major pain, but makes it a little nicer to specify

There is really no need to write code like "foo != 0 ? TRUE : FALSE"
unless we had stupidly defined FALSE as something other than 0 or TRUE
as something other than 1. The simpler "foo != 0" does just as well.
Similarly "(condition == TRUE)" or "(condition == FALSE) can be
simplified to "(condition)" and "(!condition)" respectively.
I'll note that there is reason to use "integer_expression != 0" when
assigning a bfd_boolean rather than the simpler "integer_expression",
if you expect the variable to have 0 or 1 value. It's probably even a
good idea to not rely on implicit conversion if bfd_boolean were _Bool.

since bfd_boolean was an int typedef I lazily left all the ELF

This tidies initialisation of target common sections, doing so using a
static initialiser rather than via code and deleting unnecessary
symbol_ptr_ptr variables (the one in asection is used instead).
The patch also initialises ecoff.c:bfd_debug_section using
BFD_FAKE_SECTION. That does change bfd_debug_section slightly,
output_section was NULL now bfd_debug_section, and symbol_ptr_ptr
was NULL now &bfd_debug_section.symbol, but I believe those changes
are safe.

git commit 49d9fd42acef chose to make nm print 'C' for the normal
common section, and 'c' for other commons. This was an attempt to
make common symbols in .scommon and other small common sections show
a 'c' type without a section name comparison, but it failed for
nm --plugin on lto objects where normal common symbols are stashed in
a "plug" section. It's also wrong for large common symbols. So
instead set SEC_SMALL_DATA on sections created for small commons, and
key off that flag to show 'c' type. If your ELF target doesn't have
an elf_backend_symbol_processing function, then you won't see 'c' for
symbols in .scommon.
Note that due to bfd_decode_symclass decoding common symbols without
a chance for coff_section_type to treat .scommon specially, then
having .scommon in the array of special sections handled by
coff_section_type prior to 49d9fd42acef was entirely ineffective.
That fact escaped me when writing 49d9fd42acef. Unless .scommon
didn't have SEC_IS_COMMON set, which would be a little weird.
