Split out HA reloc adjustments to separate switch statement. Don't
warn on reloc overflow if we've already warned about undefined.
Don't rebuild sym name when reporting errors. Report all possible
errors from _bfd_final_link_relocate.
(bfd_elf32_bfd_final_link): Don't define.
