The newer update-copyright.py fixes file encoding too, removing cr/lf
on binutils/bfdtest2.c and ld/testsuite/ld-cygwin/exe-export.exp, and
embedded cr in binutils/testsuite/binutils-all/ar.exp string match.

The result of running etc/update-copyright.py --this-year, fixing all
the files whose mode is changed by the script, plus a build with
--enable-maintainer-mode --enable-cgen-maint=yes, then checking
out */po/*.pot which we don't update frequently.
The copy of cgen was with commit d1dd5fcc38ead reverted as that commit
breaks building of bfp opcodes files.

This is a tricky one. BFD, on the linker's behalf, reports symbols to
libctf via the ctf_new_symbol and ctf_new_dynsym callbacks, which
ultimately call ctf_link_add_linker_symbol. But while this happens
after strtab offsets are finalized, it happens before the .dynstr is
actually laid out, so we can't iterate over it at this stage and
it is not clear what the reported symbols are actually called. So
a second callback, examine_strtab, is called after the .dynstr is
finalized, which calls ctf_link_add_strtab and ultimately leads
to ldelf_ctf_strtab_iter_cb being called back repeatedly until the
offsets of every string in the .dynstr is passed to libctf.
libctf can then use this to get symbol names out of the input (which
usually stores symbol types in the form of a name -> type mapping at
this stage) and extract the types of those symbols, feeding them back
into their final form as a 1:1 association with the real symtab's
STT_OBJ and STT_FUNC symbols (with a few skipped, see
ctf_symtab_skippable).
This representation is compact, but has one problem: if libctf somehow
gets confused about the st_type of a symbol, it'll stick an entry into
the function symtypetab when it should put it into the object
symtypetab, or vice versa, and *every symbol from that one on* will have
the wrong CTF type because it's actually looking up the type for a
different symbol.
And we have just such a bug. ctf_link_add_strtab was not taking the
refcounts of strings into consideration, so even strings that had been
eliminated from the strtab by virtue of being in objects eliminated via
--as-needed etc were being reported. This is harmful because it can
lead to multiple strings with the same apparent offset, and if the last
duplicate to be reported relates to an eliminated symbol, we look up the
wrong symbol from the input and gets its type wrong: if it's unlucky and
the eliminated symbol is also of the wrong st_type, we will end up with
a corrupted symtypetab.
Thankfully the wrong-st_type case is already diagnosed by a
this-can-never-happen paranoid warning:

so at least we can tell when the corruption has spread to more than one
symbol's type.
Skipping zero-refcounted strings is easy: teach _bfd_elf_strtab_str to
skip them, and ldelf_ctf_strtab_iter_cb to loop over skipped strings
until it falls off the end or finds one that isn't skipped.

This patch delays setting up DT_NEEDED dynamic tags until all object
files and libraries have been opened and their symbols processed,
rather than adding the tags while processing symbols. Tags are
ordered according to the position of the associated library on the
command line and linker scripts. It is still possible with
--as-needed libs that are mentioned more than once for tags to be
ordered according to which mention was needed. For example with
"--as-needed a.so b.so c.so b.so" when b.so is not needed by a.so or
any other prior object file but is needed by c.so, the order of tags
will be "A C B".

bfd_size_type was invented a long time ago in the K&R days. Many
places in binutils ought to be using size_t instead (and there are
lots of places that use long or unsigned long that really ought to use
size_t too). Note that you can't change everything over to size_t: A
32-bit host needs a larger type than size_t to support reading and
processing of 64-bit ELF object files. This patch just tidies some
of the more obvious uses of bfd_size_type that could be size_t. There
no doubt are more lurking in the source. Incidentally, practically
all functions used for output of object files can use size_t and don't
need to worry about overflow of size expressions. If you have
something like
symcount * sizeof (void *)
when symcount is counting symbols already in memory then you know that
this expression can't overflow since the size of a symbol in memory is
larger by far than that of a pointer.

qsort isn't guaranteed to be a stable sort, that is, elements
comparing equal according to the comparison function may be reordered
relative to their original ordering. Of course sometimes you may not
care, but even in those cases it is good to force some ordering
(ie. not have the comparison function return 0) so that linker output
is reproducible over different libc qsort implementations.
One way to make qsort stable (which the glibc manual incorrectly says
is the only way) is to augment the elements being sorted with a
monotonic counter of some kind, and use that counter as the final
arbiter of ordering in the comparison function.
Another way is to set up an array of pointers into the array of
elements, first pointer to first element, second pointer to second
element and so so, and sort the pointer array rather than the element
array. Final arbiter in the comparison function then is the pointer
difference. This works well with, for example, the symbol pointers
returned by _bfd_elf_canonicalize_symtab which point into a symbol
array.
This patch fixes a few places where sorting by symbol pointers is
appropriate, and adds comments where qsort stability is a non-issue.

The CTF linking process wants to deduplicate the CTF strtab against the
ELF strtab, for which it needs to know the number of strings in the
strtab and it needs to be able to extract them one by one.
The BFD strtab functions only support returning the
size-or-section-length of the strtab (with _bfd_elf_strtab_size)
and returning the offset (but not string!) and decrementing the refcount
at the same time.
So add new functions _bfd_elf_strtab_len (that just returns the length
in strings of the strtab, never the section size) and bfd_elf_strtab_str
(which returns the string at a given strtab index, and its offset,
without touching the refcount).
It is probably a mistake to use _bfd_elf_strtab_str in particular before
_bfd_elf_strtab_finalize is called, and will not produce useful output
if you do so.

I noticed when writing _bfd_elf_strtab_save/restore that size_t would
be better than bfd_size_type for a number of things in elf-strtab.c.
Using a 64-bit bfd_size_type on a 32-bit host doesn't make much sense
for array sizes and indices.

This reverts the pr16467 change, which was incorrect due to faulty
analysis of the pr16467 testcase. The failure was not due to a
mismatch in symbol type (ifunc/non-ifunc) but due to a symbol loop
being set up.
