Fix invalid left shift of negative value
Fix occurrences of left-shifting negative constants in C code.
sim/arm/ChangeLog:
* thumbemu.c (handle_T2_insn): Fix left shift of negative value.
* armemu.c (handle_v6_insn): Likewise.
