Add support for fcvtl and fcvtl2.
sim/aarch64/
* simulator.c (do_vec_FCVTL): New.
(do_vec_op1): Call do_vec_FCVTL.
sim/testsuite/sim/aarch64/
* fcvtl.s: New.
