Move RTEMS target configuration to ELF sections

(arm-*-rtems*): Move to (arm*-*-eabi*).
(i[3-7]86-*-rtems*): Move to (i[3-7]86-*-elf*).
(m68-*-rtems*): Move to (m68*-*-elf*).
