* aclocal.m4 (libiberty_AC_DECLARE_ERRNO): New macro.
* configure.in (libiberty_AC_DECLARE_ERRNO): Add check.
* configure, config.in: Regenerate.
* pexecute.c, strtol.c, strtoul.c: Declare errno if necessary.
