* filename_cmp.c: Replace include of ctype.h by include of
safe-ctype.h.
(filename_cmp): Use TOLOWER instead of tolower for conversions
that are locale-independent.
* Makefile.in (filename_cmp.o): Add dependency on safe-ctype.h.
