Pass $PLT_CFLAGS to ld_compile
Some linker shard library tests without PIC expect PLT. This patch
passes $PLT_CFLAGS to ld_compile.
* ld-shared/shared.exp: Pass $PLT_CFLAGS to ld_compile.
