Only run pr12975/pr13177 for *-*-linux* and *-*-gnu* targets.

* ld-elf/pr12975.d: Only run for *-*-linux* and *-*-gnu*
targets.
* ld-elf/pr13177.d: Likewise.
* ld-elf/pr13177.s: Avoid relocations in text sections.
