Enable ELF ld_list_options for --enable-targets=all
When --enable-targets=all is used with non-ELF target, we should enable
ELF ld_list_options.
* configure.ac (elf_list_options): Set to TRUE for
--enable-targets=all.
(elf_shlib_list_options): Likewise.
(elf_plt_unwind_list_options): Likewise.
* configure: Regenerated.
