Remove ALL_OBJFILE_COMPUNITS

This removes ALL_OBJFILE_COMPUNITS, replacing its uses with ranged for
loops.  Because ALL_COMPUNITS is also updated, in some places a
declaration must be deleted to avoid shadowing.
