ld: Run pr23189 for all targets
Since the pr23189 test isn't Linux specific, run it for all targets.
* testsuite/ld-i386/i386.exp: Run pr23189 for all targets.
* testsuite/ld-x86-64/x86-64.exp: Likewise.
